    Baler Safety Inspection Checklist

OSHA & ANSI Checklist for Vertical and Horizontal Recycling Balers

A routine baler safety inspection helps reduce injuries, prevent downtime, and support compliance with OSHA workplace safety requirements and commonly applied ANSI baler safety standards. This checklist is intended for facility managers, safety managers, maintenance teams, and baler operators who need a practical way to identify hazards before they become serious incidents. It is general in nature and covers good working practice. Always consult the original equipment manufacturer's recomendations for exact details.

If you would like an independent inspection by certified baler technicians, contact Recycling Equipment Corporation (REC) at 267-218-7200 or This email address is being protected from spambots. You need JavaScript enabled to view it..

    Important Safety Notice

    • Only trained personnel should inspect or service balers.
    • Always follow your facility’s Lockout/Tagout (LOTO) procedures before opening panels, entering guarded areas, or performing any maintenance.
    • If a defect is found that affects safe operation, remove the machine from service until corrected by qualified personnel.

Quick Walk-Around Checklist (Daily / Per Shift)

    1) Housekeeping & Fire Safety

    • ☐ Area around baler is clear of debris, stored product, and trip hazards
    • ☐ No oily dust accumulation on/around the baler or power unit
    • ☐ Fire extinguisher accessible and inspection current (if required by facility policy)
    • ☐ No hydraulic oil puddles or soaked absorbents present

    2) Guards, Gates, and Access Doors

    • ☐ All guards present and secure
    • ☐ No bypassed or defeated safety devices observed
    • ☐ Feed opening/chute prevents reach-in exposure to moving parts or shear area
    • ☐ Access doors are secured (bolted shut or interlocked where applicable)

    3) Labels and Warning Decals

    • ☐ Warning labels present, readable, and in correct locations
    • ☐ “Under 18 prohibited” and pinch-point warnings visible where required
    • ☐ Load limit and operating instructions posted/available

    4) Unusual Sounds, Motion, or Operation

    • ☐ No abnormal noises (grinding, popping, hydraulic squeal)
    • ☐ Ram/platen movement smooth and consistent
    • ☐ No unexpected cycling or “creeping” motion

Full Baler Safety Inspection Checklist (Monthly / Quarterly)

    A) Lockout/Tagout and Disconnects

    • ☐ Electrical disconnect located near baler and clearly labeled
    • ☐ Disconnect operable and accessible (not blocked)
    • ☐ LOTO points identified and understood by maintenance staff
    • ☐ Procedure posted or available for the specific machine

    B) Electrical System Condition

    • ☐ Electrical panel doors close and latch properly
    • ☐ Panels clean and free of dust/debris (no stored items inside)
    • ☐ Conduit intact; no exposed wiring, cuts, or abrasion
    • ☐ Warning labels present (“High Voltage,” etc.)
    • ☐ E-stops and safety circuits function as intended (test per manufacturer procedure)

    C) Hydraulic System Safety

    • ☐ Hydraulic hoses show no cracking, bubbling, abrasion, or exposed braiding
    • ☐ Hose crimps/fittings show no weeping or seepage
    • ☐ Cylinders show no scoring, leaks, or abnormal drift
    • ☐ Hydraulic fluid level within recommended range
    • ☐ Power unit area clean and free of oil accumulation
    • ☐ All hydraulic leaks corrected promptly (do not operate with active leaks)

    D) Structural Integrity (High Priority)

    • ☐ Frame inspected for cracks, deformation, or loose bolts
    • ☐ Platen/ram inspected for damage, misalignment, or abnormal wear
    • ☐ Door frames, hinges, and latch points inspected for fatigue and cracking
    • ☐ Cylinder mounts inspected for stress fractures/cracked welds
    • ☐ Floor/bed wear plates and liners checked for wear and secure fitment

    E) Machine Guarding Requirements

    Vertical Balers

    • ☐ Safety gate present and operating correctly
    • ☐ Gate requires manual closure (not self-lowering)
    • ☐ Door locking system is functional and in good repair
    • ☐ Slow-release mechanism operates properly (no sudden release)

    Horizontal Balers

    • ☐ Ram top and access points guarded or blocked
    • ☐ Tie system moving points guarded
    • ☐ Access doors secured or interlocked
    • ☐ Feed chute height/geometry prevents reaching hazard points

    F) Interlocks, Limit Switches, and Safety Devices

    • ☐ Limit switches and proximity switches protected from impact
    • ☐ Safety interlocks not bypassed
    • ☐ Two-hand controls (if equipped) function properly
    • ☐ Gate/door switches prevent operation when open (as designed)

    G) Bale Ejection, Removal, and Handling

    • ☐ Bale eject system (chains/cables) in good condition and correctly routed
    • ☐ Operators trained on bale removal procedures
    • ☐ Forklift/pallet jack procedures established and followed
    • ☐ Bale storage area supports safe stacking practices
    • ☐ Bale stack height and stability evaluated regularly

    H) Operator Training and Documentation

    • ☐ Operator training completed by qualified personnel
    • ☐ Refresher training schedule established
    • ☐ Operator’s manual available to operators
    • ☐ Maintenance logs kept (repairs, inspections, fluid changes, hose replacements)

    When to Stop Operation Immediately

Remove the baler from service and correct issues if any of the following are present:

    • Missing or defeated guards/interlocks
    • Hydraulic hose damage (bubbling, exposed braid, active weeping)
    • Electrical hazards (exposed wiring, damaged conduit, missing panel covers)
    • Structural cracking near cylinder mounts or main frame
    • Door locks not functioning correctly
    • Unexpected cycling, drifting, or uncontrolled movement
